In recent years, all localities have seriously organized the investigation and management of hidden dangers of major production safety accidents in iron and steel enterprises, and the safety production level of iron and steel enterprises has been greatly improved. However, the safety production situation of iron and steel enterprises is still grim, especially the large gas accidents are still frequent. In 2018, three major gas accidents occurred in the national steel enterprises, killing 21 people. These accidents revealed that some of the steel enterprises’ safety production main responsibility was not implemented, the safety equipment and facilities were missing, the gas isolation measures in the construction area were not in place, the safety of maintenance operations was confirmed, the safety was kept at the bottom, the safety guards were in the form, and the emergency disposal was improper.
Recently, the Emergency Management Department issued the Notice of the General Office of the Emergency Management Department on the Specialized Management of Gas Safety in Iron and Steel Enterprises (hereinafter referred to as the “Notice”), and carried out special management of gas safety for steel enterprises nationwide from April to November.
According to the relevant person in charge of the Emergency Management Department, the special management of gas safety in iron and steel enterprises is aimed at all steel enterprises involved in gas production, storage and use, mainly focusing on three key aspects of gas safety management, gas equipment and gas operation of steel enterprises. Comprehensively investigate and manage 12 outstanding issues.
The focus is on iron-making blast furnaces, steel-making converters, coke ovens, gas recovery, purification, storage (gas cabinets), distribution systems, and sintering machines, rotary kiln, shaft furnaces, and steel heating using gas as industrial fuels. Furnace, annealing furnace and other furnaces and steel (iron) water tanks, intermediate tank roasters and other gas burning devices.
According to reports, in terms of gas safety management, the three major problems of investigation and management are mainly investigated:
First, the gas facilities after the construction, reconstruction and overhaul were not put into inspection and acceptance, and were put into operation without authorization.
Second, the renovation and construction of gas equipment facilities shall be carried out by design units and construction units that do not have corresponding qualifications; new gas equipment or ancillary equipment shall not be demonstrated without safety conditions.
Third, the enterprises that produce, store and use gas have not established gas protection stations (groups). They are not equipped with necessary gas protection personnel, gas detection and alarm devices and protective facilities. They have not organized at least one gas accident emergency drill every year as required.
According to the relevant person in charge of the Emergency Management Department, the five major problems in the treatment of gas equipment should be investigated:
First, the gas cabinets are built in densely populated areas, not far from important facilities such as large buildings, warehouses, communications and transportation hubs; lightning protection devices are not installed at the top of the cabinets.
Second, the gas area is not classified according to the standard, and the explosion-proof electrical facilities that meet the requirements are used.
Third, enterprises that produce, store, and use gas do not have fixed gas detection and alarm devices and safety warning signs in places where gas leakage and accumulation may occur, and where the duty rooms and operation rooms in the gas area are concentrated.
Fourth, the gas distribution main pipe is connected to the branch pipe, and no reliable partition device is provided; the gas before entering the workshop does not have a main pipe shut-off valve or a reliable shut-off device as required by the standard.
Fifth, the gas water seal and the installation of the drainer, the height of the water seal, and the water supply device do not meet the standard requirements.
The person in charge of the emergency management department said that the safety risk of gas operation is high, improper operation or illegal operation, and it is easy to cause safety accidents such as gas poisoning, fire and explosion. The “Notice” clarifies four outstanding issues that need to be comprehensively investigated: First, the gas ignition operation procedure does not meet the standard requirements. Second, the limited space involved in gas operation, procedures, oxygen content, carbon monoxide concentration, etc. do not meet the standard requirements. Third, there are no operating plans and safety measures for working with gas or fire on gas equipment, and no written approval from the gas protection station or the safety department. The fourth is to carry out gas operations such as with gas pumping blind plate, with gas pipe, blast furnace for changing tapping ruler, operation of inserting board and other dangerous operations, carried out in thunderstorm days; during operation, no gas protection station personnel are on site; the operator is not wearing Respirator or ventilated gas mask.
The relevant person in charge of the emergency management department said that the special governance work proposed four aspects of work requirements: First, strengthen organizational implementation. Emergency management departments at all levels must attach great importance to special governance work and effectively implement local regulatory responsibilities. All iron and steel enterprises must implement the responsibility of safety production and ensure that the special governance work is carried out smoothly. The second is to strengthen publicity and guidance. Emergency management departments at all levels should make full use of channels such as television, internet, and WeChat to increase publicity and exposure of safety production knowledge and typical cases of violations of laws and regulations related to special governance actions, and create a good public opinion atmosphere. The third is to increase law enforcement. Emergency management departments at all levels must strengthen law enforcement inspections, and strictly violate the law and regulations on the safe production of gas safety in iron and steel enterprises, forming a powerful shock. The fourth is to establish a long-term mechanism. Emergency management departments at all levels shall supervise and guide the iron and steel enterprises within their jurisdictions to combine the special governance work with the identification and control of large risk factors, the promotion of accident prevention capabilities, and the construction of safety production standardization, and gradually establish source identification, process control, A long-term mechanism for security risk management and control with continuous improvement and full participation.
